1.加权限

<uses-permission android:name="android.permission.INTERNET" />

2.res目录下配置安全xml

    xmlns:tools="http://schemas.android.com/tools"
    tools:ignore="MissingDefaultResource">

3.AndroidManifest.xml下添加

application
        android:networkSecurityConfig="@xml/network_security_config"

通知会受到Android版本限制，作出更改
